Bulk Budget Adjustment by Percentage

Allow selecting multiple campaigns and adjusting all their budgets by a percentage (e.g., +15% across the board). Include a preview of the changes before applying and the ability to set minimum/maximum budget caps.

During peak seasons we need to scale 50+ campaigns simultaneously. Editing each one individually is painfully slow.
