Create rules that evaluate performance by geographic region and take actions on specific geo-segments. For example, reduce budget in regions where CPA exceeds target while scaling regions that perform well.

National campaigns have wildly different performance by region. Geo-level rules would let us optimize at the regional level without creating separate campaigns for each area.
