Rule Execution Simulation Mode

Add a dry-run mode that shows what actions a rule would have taken over the past 7/14/30 days without actually executing. Display the simulated outcomes as a backtest report.

We're afraid to deploy aggressive rules because we can't predict their behavior. A simulation mode would let us validate rules against historical data before going live.
