Add time-based conditions to rules — execute only during specific hours, days of the week, or date ranges. Support recurring schedules and one-time triggers for promotional periods.

We want different rules for weekdays vs weekends, and special handling during sale events. Currently rules run 24/7 which doesn't match real business patterns.
